Indian license is not valid in vietnam and you must get IDP. If you have a visa of less than three months, you can drive in Vietnam with your home license and an IDP. Also, there will be hardly any police guy who stop you in vietnam if you are driving properly. Truth be told I had an India Driving license and did not had IDP.
I have visited with Vietnam visa as I had to visit Hanoi, Halong Bay, Dalat & Nha Trang. As of July 1, 2020, Phu Quoc Island has a visa exemption policy that allows foreigners and Vietnamese people with foreign passports to stay on the island for up to 30 days without a visa. Also the stay duration must be within 30 days, traveller must have clean records and only can enter by sea or by air and not via land border.
