How much of the municipal waters could small fishers lose?

If the ruling from the Malabon Regional Trial Court will be taken as precedent in the amendment of the Fisheries Code, small fishers will be left with next to nothing, and big fishers will have virtual monopoly over almost all of Philippine waters.
