MANDATORY/MANDATE -
Legal Meaning:
• MANDATE n. from Roman & civil law" A written command given by a principal to an agent. Specifically a commission or contract by which one person (the mandator) requests someone (the mandatory) to perform some service gratuitously, * THE COMMISSION BECOMING EFFECTIVE WHEN THE MANDATORY AGREES. *

A mandate requires AGREEMENT. The phrase "I do not consent" makes it clear that there is no contract between the mandator or the mandatory.
Practice saying "I DO NOT CONSENT"
• MANDATE: ¹any mandatory order or requirement under statute, regulation, or by a public agency.
²order of an appeals court to a lower court (usually the original trial court in the case) to comply with an appeals court's ruling, such as holding a new trial, dismissing the case or releasing a prisoner whose conviction has been overturned.

If something is referred to as a: 'rule', 'guideline' or 'mandatory' it is not a law. You are not legally oblidged to comply with it.
Rules, guidelines and things labelled compulsory / mandatory require your active consent.
You cannot be forced by police or government as these things are not law.
