I think you should. Some customers will get ideas from you and then use them with another company. Always remember that time is money, you got to get paid for the time you spend away from the job too.
I'm definitely charging starting 2021. I purchased a Landscape Architect software to present the estimate better, while also giving the customer a realtime visual of the project.
If you do decide to charge, an incentive would be that if that customer decides to go with you, the estimation fee is waved, and it’d be wise to price the job accordingly to still recoup expenses from the estimate.
It's a thought as of right now. My second time thinking about it. I do value my time and just don't want it wasted on tire kickers. Ultimately, i believe i just have to be a better salesman than my competitors.
You should 100% be charging for estimates. YOU MUST not should not maybe... YOU MUST have overhead recovery. Do not advertise free estimates. Customers dont care... Charge the estimate fee in bulk with your materials. But you should be charging to recover the overhead of your time or in the future your next estimators time.

🤔 Thanks for the tip.
Good points, I don't really do that many and when I do there usually small mulch jobs. It may make sense after listening to your reasoning.

I don't think it would work in my area!
Why not ?
