I use Klean-Strip Green GKGL75008 Lacquer Thinner to clean my disk based video game cases. It easily removes the dirt, stickers and adhesive with just a paper towel which is why I use it. Surprisingly any marker on the cases instantly comes off as well. I've never tried it on a cartridge though. You definitely should not use it on the label though. Maybe try it with a Q-tip. Wear gloves if you plan on long cleaning sessions.

I acquired a copy of Paperboy 2 on the SNES off of eBay few years ago it looks exactly like your tmnt iv game looks and then when I tested the game out they had swapped the boards. So there was a copy of Fatal Fury inside a Paperboy 2 black colored case. I just left it the way I recieved it.

Noobs, put more permanent marker on top of the old dry one, have a roll of paper towels and IPA ready before the new permanent marker goes dry wipe it off with a soaked paper towel (soak it with IPA) and thank me later.

I wouldn’t use any of that. My go to has always been mr clean magic erasers when it comes to getting permanent marker off things.
