The Cali license plate does make sense actually. In the gta/ rdr universe the places you play as are post flood and we’re renamed. There’s tons of lore explaining how in rdr2 the USA went by all it’s real world names but a great flood happened which turned the major coastal cities into islands which became their own countries and were playing in the renamed island lands in gta

it used to be illegal to put cones on statues heads but it happened so often its now illegal to take it off, they only take it off in bad weather like strong wind so they don't lose it and if they do lose it another one is put back on

Another cool easter egg, but in the arcade next to the bathroom there are posters in reference to the original GTA, being the in-universe version known as "RACE CHASE". There is also an in-universe RDR game poster next to it which is pretty cool.
The cops dropping the doughnuts could also be a reference to the 1996 film, Con Air. In that movie 2 cops on motorcycles chase a stolen firetruck. A doughnut falls on the ground when you see them start chasing it.

This is a sneaky reference to the fact that the Earth is rotating. - Franklin is named Franklin because of an idea one of the developers had for the name of the character. - Lester walks with a cane because he can't walk easily. - Sometimes, honking your horn in a vehicle will create a different noise than usual. This is because the horns can be modified. - GTA V was the first game Rockstar ever released in full colour. - Despite being called the Maze Bank tower, the building has no mazes. - In GTA Online, if you buy the Weevil, apply the surfboard roof rack and a tie dye paint job and select a musical horn, then drive the car to the sewer system underneath the Casino between 3 and 4 am, then crash into the north wall, you'll look very silly.
