You need to try it while sitting down. You lack the mind muscle connection, so you also might need to try moving the toe with your hands while feeling the motion of the muscle until you can move it correctly. Hope you're doing good!
I broke my leg and up until recently could barely move my toes at all on that foot. I started by stretching the big toe up (using one hand to hold the other toes still), then down, and then out (away from the 2nd toe slightly, I used both hands for this) 10x times each per morning and evening. After a while, the stiffness eased enough until I could do it while sitting or reclining without help from my hands. I’m just starting to be able to stand/walk, so I can’t do the standing exercises yet, but I will soon.

After i watched a video on flat feet i couldn't control my toes. But now i can after some exercise. It took like 5 minutes
