An eye opener. On ODC you are misinformed. It was not his idea to establish it. Also, when he took over it was already in the cards. He only implemented what was already there. After that there was no value add to it after he appointed his nephew to run it. You cannot make a success over a project you had no vision for. hence. It lost focus and remained stagnant until recently, though there still are deficiencies in its execution.
