An HQ functions like a town or other supply source for one other HQ. That is, it's supply drops at one per hex distance from the HQ. So, an HQ providing 10 supply can provide 5 supply to an HQ 5 hexes away by railway, less if there's terrain.

Based on full strength (10), and assuming it has access to a supply source, even if an HQ itself has 0 Supply, it can still dispense 5; at Supply 1-5 its Value is 8; ?6 = 10. Finally, they have a Minimum Supply Value: 1-5 even if Supply = 0; 1-8 if Supply = 1-5; or Supply = Strength @ Supply 6+. The latter amounts can be increased by +1 with each level of Logistics attained.

The maximum supply that a HQ distributes to other units depends on the strength of the HQ and its incoming supply. Full strength HQs distribute supply according to the following scale:
Incoming supply: 0 Distributed supply: 3
Incoming supply: 1 or 2 Distributed supply: 5
Incoming supply: 3 or 4 Distributed supply: 6
Incoming supply: 5 Distributed supply: 8
Incoming supply 6 up Distributed supply: 10
But.... when HQs gain their supply from a boosting HQ the table looks like this
Incoming supply (from another HQ): 0 Distributed supply: 0
Incoming supply (from another HQ): 1 or 2 Distributed supply: 8
Incoming supply (from another HQ): 3 or 4 Distributed supply: 8
Incoming supply (from another HQ): 5 Distributed supply: 8
Incoming supply (from another HQ): 6 up Distributed supply: 8
So, while capped at 8 for the receiving HQ, the chaining mechanic is still extremely powerful. Imagine a HQ in Saratov dishing out a 10 and in turn generating an 8 9 hexes out. Unfortunately you can not directly control their linking.
But as long as there is only one low supply HQ in range, it will always get boosted. Exception: The boosting HQ needs a minimum incoming supply of 3. The self generated supply from Logistics research does NOT count for this
