Those were translated to other languages outside Japan(probably only Hong Kong and Taiwan), and I still remember reading them back in the days. For example if you inspect the calendar in the ryokan(at least in Japanese version), it explicitly tells you that there’s a password hidden in the Rockman EXE 2003 calendar sold by Shogakukan, and yes the description is the same in the advance collection. EDIT: I remember back in the days, there’s lots of goodies that came with Coro Coro Comics and one of them was a cardboard with all the input commands printed on it. Loss it to some kids at the playground though.

What a ride, that Bolt combo was nasty! This is probably a stupid question, and I'm sure it's somewhere in the run, but how did he get the purple star (All Megachips) on emulator? Is there some kind of trade or weird way to fight Mistman that I'm missing somewhere in here?

Watching all these speedruns of a great series is great in of itself quick question, if anyone happens to know, what does the undernet background run off-of animation wise I can't tell if its going downleft diagonally or if its just up and down, its too trippy to follow xd
In all 5 games the Undernet's been in, it's always been a static (no pun intended) loop of 2 frames. I think only in 2 in Undersquare you have 4 frames, and in 3 and 5 you have colored variations. It is not moving.
The long answer is, a human uses a specific program to write inputs for the game in a file. That file is then run into an emulator. This allows for frame-perfect movement, RNG manipulation, and most importantly rerecords, where one honest the input sequence thanks to savestates until it is perfect.
