What are the black flags at the US Capitol and why are there so many buses around the Congress?

- A number of requests have come in to film the black flags at the US Capitol building along with the seemingly endless parade of buses at the US Capitol. I went out yesterday to make some video of both of these things, but I also went through my archives over the last month and found some other videos that might be helpful.
In short, it seems the black flags are POW/MIA flags that are now required to be flown at the Capitol, the White House, military cemeteries, and post offices due to a law signed by President Trump in 2019. The National POW/MIA Flag Act, Public Law 116-67, was signed by President Trump on November 7, 2019 and should mean you’ll see this flag anytime you see the Capitol or White House on TV, or even when you visit your local post office.
The second question was about the buses. Why are their tour buses when there are no tourists? From what I’ve seen, the National Guard has been using these unused tourist buses as a shuttle service. I’ve gone back in my video files over the last month and pulled up some scenes of these buses moving around between the DC National Guard Armory, the Capitol and hotels and other locations downtown. I’ve seen them during the day and at night.
Is every single flag flying a POW/MIA flag? Is every single bus I see a National Guard bus? I can’t possibly know that. No one can. I can only show you what I see during my walks. If you have a specific place you want me to film, hit me up and I’ll try to take a hike down there so you can see it too.

I have seen this in my town. That flag is flown at our City Hall, our County Courthouse, at all fire stations, our library, and our schools. I think it's absolutely wonderful!

I’m a retired postmaster and raised the POW/MIA flag every day. I retired in 2013, and we had been given freedom of choice to fly it everyday, not just specified occasions.

But when I see them, I think not only of those captured and/or killed, but also those who were betrayed by the ones who were supposed to account for EVERY soldier under them. I think of the thwarted efforts of family members who tried for decades to bring home the POWs from Vietnam, but "someone who did get captured " (and later released) struck down the bill every time. Something awful happened and I for one am glad we don't just forget about it as if it didn't matter.

I have a p o w my husband is buried at home he was a pows in Vietnam I have a flag at his grave in the front yard at the bottom of the hill and it's a p o w I carry a tag on my car my tag for my vehicle is a p o w and I was very proud of my husband who's already gone now he was tortured in Vietnam and every ways physical and mentally but he was one hell of a patriot

Trump did not order the flag flown. It was an act of Congress which he signed into law. Previously the flag only flew on certain occasions.

My cousin operates a charter bus company that was there the week of the 14th. Bus capacity is 56. They were only allowed 15 NG passengers at a time. Hence so many buses in use.

There are no children in underground tunnels. The tunnel built from the WH to the Capitol was built during FDR terms due to his paralysis. He did not want people seeing that he was unable to stand. Underneath the WH is a bunker. It was used during the riots back last summer for the Presidents and his family for safety. So, for all you people saying there are children in a tunnel/bunker underneath the WH, I guess Trump and his family were down there with them back last summer and did nothing. And I guess all those tunnels from WH to Capitol building that are used by staff daily, are full of hundreds of children being ignored by everyone. And Washington DC is literally built on a swamp. The Potomac River is a big river. So, how do these people digging these tunnels keep them from flooding??? I’m so tired of the lies

I still wear my 3 POW/MIA bands and 1 KIA. Worn mine since 7th grade I'm now 44. The only time I've had to take them off was in basic training. As they posed a safety risk. I'll wear them until they come home or I am buried in them.
