this system seems so hilariously slow and inefficient; Hate to break it to you, but when things go wrong on a oil rig, they usually go wrong within a few minutes, and tend to be both explosive and rather full of fire, so odds are even if you were able to deploy this, a explosion or fire would either set this on fire or render it useless long before you managed to get to the bottom, which, I should point out, IS UNDER THE RIG, meaning that if the rigs on fire and leaking fluids, its more likely than not raining down on the platform below, and you've gone from being vaporized on the platform to being a charred corpse floating in the sea...
If flaming oil or debris gets on that thing it will melt and drop like a flaming sock full of bodies into the ocean. Even if they make it they will be in a crappy raft with pieces if flaming rig dropping on top of them. A zip line set up would be much better. Or even ladders that simply went down to lower stations on the supports of the rig with sloped roofs and even supplies and comms.
or... just make a quick drop shute with some fall arrestor at the bottom (without using a internal rope) or even better, just add more seats to the current lifeboat design
