If you like to drive, I would go like us, though france and spain but that is the longest drive. If you don't want to drive much, cruise to Bilbao or Santander and you have around 6h of driving to Portugal from them(but more expensive). For me was to challenge myself, to see if I can drive for so long and to see both countries at the same time even that it was only from motorways. Plus I don't like ships etc I don't feel well on them, so that was the only option.

u can rent toll device france,spain & portugal...no need to get seperate ones.
A small fortune for the ferry to Santander. I prefer the cheap Newhaven/ Dieppe route.
