It basically serves as a way of canceling out the animation of the police and other npcs from pulling the player out of the vehicle. It's very useful when you get into the vehicle next to the police. Most people do it, even without danger, as a form of habit.

The reason runners do it is to cancel the animation of closing the door when entering a vehicle
