No it is the official Fallout game system made by Modiphius. There is a free Quickstart available on their site which is more than enough to get started, but also a Starter Set which is well worth it if you have the dosh to spare. Plus they have expansion materials such as a New Vegas Book (Settler's Guide) and a general supplemental book (Wanderer's Guide) if you really wanna dig in deep.
