Given how extremelly privileged he is + the japanese legislation and societal beliefs, just imagine what that means.

And even more considering the show is based on the japanese system mainly, were cases aren't even taken to court if it's not an extremelly solid case and many murders are passed as suicide to keep crime rates low. The police would not do much if they think kira can just magically kill the criminals + want to avoid getting involved themselves in the mess. Also, most people who commit the most horrible crimes don't think they will ever be caught, so threat of death if caught wouldn't stop them. And many other criminals commit the crimes out of such desperation that they don't care if they die for it.
On top of that, is canon that reduction in the rates was just temporary and then global criminality gets way worse than it was before.
