Revendreth is suffering from the anima drought ( which can be seen as that they are becoming poor.2:20) They then decide to take some anima from tose who don't have much ( Those who are poor and struggle to make money 2:50). You then see some of those vampire guys ( i forgot who they are) drinking the anima, most likely partying ( that was what the rich did in France during the revolution, the tax money ended up straight into the pockets of the rich, who then decided to party away 3:10). Later on, you see one of the poor caught by a gargoyle trying to not give away their anima, perhaps to help their loves one, but was sentenced to death ( Like when the Guillotine was over used to kill those who had been just thinking like the revolution was probably a bad idea, but they did nothing wrong to be sentenced to death 3:30)
They are not using anima to torture Garrosh. Garrosh is being milked continually for anima. He's one of the prime suppliers of anima for the realm, one of the "Old Reliables" / "Workhorses"
