The California confidential marriage license is one of two types of license issued in California. The other is the public marriage license. They both result in marriage exactly the same, but the confidential marriage license has some factors that make it much more convenient and also provide privacy to the wedding couple.
First off, the confidential marriage license does not require that the wedding couple have any witnesses at their ceremony so it can be a true elopement, and they can have as many witnesses that they’d like but none are necessary. Secondly, it’s the only type that can be issued and delivered to the wedding couple outside of the County Clerk's office. Not every county provides that service, but I am authorized by Los Angeles County to do so, and I can issue a couple’s marriage license no matter where in California they plan to be married. And finally, the reason it is called the confidential marriage license is that, once filed and recorded with the county after a couples wedding day, it doesn't become available to any third parties, only to the wedding couple and anyone they provide that information to. But again, both types of license result in the exact same marriage. And if you'd like to have a confidential marriage license I’d be happy to issue yours.

And in order to change your name you’ll need to wait to receive your certified copy which will, County says it'll take 6 to 8 weeks, I file everything in person so is often closer to 6 weeks, but it can be 8 weeks. It just depends on how the County's working. But because it's holiday season you might expect 8 weeks. And a certified copy…you take it first to the Social Security Administration and then to the Department of Motor Vehicles. And they won't need to keep it, yes, they won't need to keep it, they’ll just need to see it. This is just an acknowledgement that you understand that I issued your confidential marriage license, that if you didn't have a ceremony it would expire in February of 2016, and that you understand that the certified copy costs $15. So I can I please have each of your signatures and today’s date?
These are the certified copy request forms, and I need your signature because you're the first name on the marriage license. This one simply shows that I notarized your signature, and you prove yourself to be someone entitled to request your certified copy. And then last, but not least, in my notary journal can I please have your signature on the grey line and then your right thumbprint, straight down really hard, and straight down right there. Perfect! Then if you just rub your fingers together that will come right off. And can I have your signature right there, and then your right thumb print in box number 7 please.

Update/ FYI- In order to keep the marriage (license) confidential, you must not allow govt officials to make a copy of the license. Although every state is different, here's an example of what could happen. You get married in CA, but reside in FL. The DMV (DHSMV) in FL must scan the CA marriage certificate into their system. All documents scanned into the system are accessible for viewing by any civil servant lackey. In 2017 FL, began selling persons driver's profiles to 3rd party data brokers for $77 million.

Sorry, I missed this comment. A confidential marriage license is filed and recorded with the County that issued the marriage license. The information on the marriage license does not become available to the general public unless and until the very unlikely event that a third party secures a search warrant or a court order. I have issued thousands of confidential marriage licenses and have done so for more than a decade. The next time a marriage license that I issued becomes the target of a court order or search warrant will be the first time.

One correction to what Chris said. CA Confidential wedding licenses do NOT provide a 100% guarantee that the existence of the marriage or the details on the couple will remain private. CA law says that a copy of a confidential marriage license can be obtained if the requester can get a court order for it. And that happens frequently, especially in cases where there is litigation around asset or property ownership and also in child custody disputes. So be advised that a big, fat "your secret marriage isn''t necessarily going to stay secret" flaw exists, particularly if you are pursuing a CA confidential license for reasons that tie into those sort of situations.
