frankie definitely knows how to sing. try do do what he did, i'd like to hear it. it's well supported, he sustained the note while remaining in pitch and not breaking, he knows how to properly phrase and so on. What you may not like is his stylistic choice to make it sound a little nasal, but from a singing standpoint it's totally fine. Like there's worse singers not getting dragged. + To sustain without vibrato while remaining in control of the note is actually impressive for a non singer
