Why would the law allow Anyone to dismiss and veto any kind of investigation against itself when you are a public servant?. I need an answer.
because checks and balances is important. next board meeting where henyard is there they'll override her veto. beyond that, the aggrieved party can reach out to law enforcement or pursue legal recourse. for example, there are dozens of lawsuits against henyard and her cronies (which may be listed as dolton, but certainly resultant of her and her administration's actions).
imagine, though, if henyard wanted to do an investigation of the board. most of us would consider that not only frivolous, but an absurd waste of money in an effort to draw attention from herself and maybe attempt to use whatever 'findings' as a basis to claim harassment or some such thing. the board would deny that, and probably for good reason, but it goes both ways.

bear in mind this is the south chicago suburbs, it's all been horribly corrupt for generations. i venture to say that in the history of this area there were/are mayors who'd flat-out kill ya. with henyard's love of pookies and ray rays -- being part of the flock herself -- most of us suspect the shooting up of stubbs' place, who's a strong outspoken opponent of hers, was hardly random.

she never worked at mcdonalds as far as i'm aware, though she had a fast-food place called good burger basically set up for her and she unbelievably managed to run into the ground. before being mayor, she was a trustee for eight years. as trustee, she was abrasive, crude, loud, and lacked any tact, but most of us would at least have agreed with her sentiments. that said, her dealings outside the board were entirely corrupt. since becoming mayor, she quickly turned into everything she yelled to the previous mayor about doing wrong.
not sure where you get $400K a year, it's almost $300K between mayor and superintendent, which she was appointed to literally with minutes to spare before the idiotic board would have to do the unthinkable and *gasp* let the people decide. the only reason she's at that salary is because she took over for the guy who died, and there's no provisions to reset that, which is a failing of the board's rules. only if you run and are elected as new does the salary drop back down to $50K, as i recall, which henyard made (or tried to, not sure if it was successful or not) a $25K position.

you can't fire mayors for a reason which is to preserve democracy. there are mechanisms in place to remove them, but it's up to the authorities to actually do that (not all places allow for recall elections, e.g. chicago can't have mayors recalled, there's no provisions for that).

it's IL, the 2nd or 3rd most corrupt state depending on who you ask. the feds will get her, but they also have to deal with her administration of the village *and* township she 'supervises,' so there's an extra layer to sift through.
federal prosecutors want mountains of evidence before they prosecute, that's why they have such high win rates, like in the upper 90% range. it's not necessarily because they're amazing attorneys -- most of what they do is offer plea deals -- they just want cases they practically can't lose. for a lot of them, being a fed prosecutor is just a career path towards politics or being a judge.

And if you don't think that is how it should be, then I genuinely hope you don't ever get charged for a crime you didn't commit. She is under no obligation to PROVE she is innocent, it's up to the judiciary system to prove she is guilty. And even though she is Mayor of Dolton, that is a LEGISTATIVE position, not a judicial position. The judiciary has oversight over her office.

The allegation of a sexual assault while on a trip with the Mayor and a Trustee (and a subsequent cover-up) isn't a new allegation. That's been one of the major elements of this story for months. What's new is that the alleged victim has now come forward in public with her allegations rather than remaining anonymous.

I've done a lot of research on Henyard, and she definitely has misused taxpayers' dollars. She bought 2 SUVs at $150k each, over paying by $60k each. She also paid one security guard for 303 hours, giving him a paycheck of $13,000 for one paycheck of 2 weeks.

Even if Henyard is indicted on federal charges, she'll bail out and continue 'mayoring' in Dolton. Nothing will change as it'll take months or a year to go to trial. She can do a lot of damage in the interim.

she'll be found guilty if the feds prosecute. at that point you might as well give up, the only reason to have a lawyer is to snag a plea deal. the reason federal prosecutors always win is because they don't take cases they might lose, and most of what they do is plea deal. what, maybe 30% go to trial? they hate that shit, lol. but, your goose is cooked by then anyway.
