Therefore, even if the object were completely still, the ocean behind it would appear to be moving at roughly the same speed as the jet on which the camera is mounted. In other words, this object looks like it's moving incredibly fast because the camera is moving incredibly fast.

According to NASA's calculations, the object isn't moving at more than 40 mph whereas the aircraft capturing it is moving at 435 mph. 40 mph at 13000 ft is typical wind speed and the object that is colder compared to the Ocean, is just drifting at wind speed. Most probably some small weather balloon.
