Its like there are three stages to a final divorce. after first talak hub n wife are allowed maximum of a certain number of months of separation so that they can take time n space to sought out their issues. if they decide to stay together they can stay as a couple forever. If things yet not work out the second talak could be applied after which a longer time for both the hub n wife is given to come together . And if they still cannot come together the husband can apply for a third and final talak after which they cannot be a couple. During this procedure the husband and wife are allowed to try to be together as many times as possible. The reason for such a procedure is that Islam values marriage as very sacred thus breaking this bond is considered as a sin and a thing of last resort. I would like to add that giving 3 talak at once is basically the husband ridiculing the sacred institution of marriage and is a punishable offence in Islam. By the way the wife in Islam has the privelage of leaving their husband with a single divorce commonly termed as khula
But this does not happen. People give talaq on phone, sms, letter etc and there are clerics who back this. In addition to this, you do not have any resource to punish those husbands who as give triple talaq in one go. Why not document the ideal law and let govt enforce it and punish those who give talaq in one go. Tell me what should a woman do if her husband gives talaq in one go in the following situation when no one in her community is supporting her. And even if people in her community support her, how will you punish the man. Are you not for equality?

If we take a realisitic scenario where anyone (Husband/Wife) is not will to live together then they are going to part ways in any situation, either by court or according to diff customs.
