This song was actually recorded in 1979, not 1984 as said in the video. It still sounds way ahead of its time and I can't imagine any current bands coming up with anything anywhere near as inventive as this.
The date is the copyright of the video. It is from the vhs that also included the New Age video and a Bauhaus live show. The copyright appears throughout. The same copyright appears on the infamous Cramps Mental Hospital video,. as well. It's just Target Video's watermark.

The original "Meet You on the Subway" on Subterranean Modern is over 5 minutes in length and includes an incredible coda that sounds (to me) like "Hero" by Neu! Ralph Records signed several SF bands (Tuxedomoon, MX-80 Sound, and Chrome), but I think Chrome got a better offer from the label Beggars Banquet (and its sub-label Don't Fall Off the Mountain).

To answer another commentator's question, this song didn't appear on a Chrome album but off a compilation vinyl record that Ralph Records put out called Subterranean Modern. I think this song is one of their best, simply because it comes across like a real song. It was a departure from their stream of consciousness recordings that they were known for at the time. I never did find out how they got on Subterranean Modern because they never recorded for Ralph Records. If you want a copy of this song, it does appear on the Anthology compilation.

It also came out on some australian post punk comp, not sure if the other bands are good, only other one I know in there is SPK.

I credited him on the Dangerzone video a couple of years ago, uploaded by Helios. And on the Meet You in the Subway also uploaded by him. Ian died in Dec 2010, from ALS.
Thanks for the info, he created some amazing art with this video. Also I saw he did the incredible cover for Red Exposure. Big thank you to Ian for creating all of that, it’s a helluva legacy. Sorry to hear of his passing. RIP I wish I got to see him create this, I wonder what camera technique he used.
