Absolutely not, the only OG game where the final boss was a previously established unit was OGG, and even that was a fucking joke boss after the previous stage's actual hardest challenge, a non-previously established unit. Keysar's going to be downgraded just like Irui was.
I mean we have big baddies that are stronger than him like Perfectio and Dark Brain. So I don't think he will be taking the final boss spot in OG anytime soon.

I remember watching a video of this attack in the early days of RUclips, few things blew my mind like it, I think the video is still up to this day.
Translation: Kaiser = Emperor (German), Keisar = Emperor (Hebrew), Ephes = Zero (Hebrew).
This is one terrifying villain who had most diabolical plan for his self fulfillment.
