Tsu is just a super fun faction to play with. The other factions hate you a lot, so you get non-stop tough battles until you have at least a dozen territories. You can go capture tokyo early on, and recuit tons of tokyo police, which is really powerful for its cost early game.
It's because it's now a completely standalone game since they turned it into a Saga title. You could've also seen it yourself on the Steam page as it now says "Now including all DLC faction packs, build up your armies with the Saga, Obama, Tsu and Sendai factions." as one of the top lines.
