At the 16 minute mark or so, they film makers are hinting at a certain type of water torture. That's why Brolin's character mentions the "bellyfull of water".
It' more horrifying than that. The phrase "a belly full of water" in the context of Sicario is a literal reference to a method of torture involving the forced ingestion of large amounts of water. This technique is designed to cause extreme discomfort, pain, and fear in the victim. The stomach becomes painfully distended, leading to severe abdominal discomfort, nausea, and sometimes vomiting. In extreme cases, it can cause water intoxication or even rupture the stomach.
I suspect the scene loses a bit of the implication/ends up more confusing because of how they cut it together, unfortunately (I generally love the editing of Villeneuve’s films including this one). It seems like it was cut together with a mix of takes with some implying that, but also with the overall scene ending with the water tank still on the ground after putting so much focus on Del Toro straddling the guys face it. That part seems to at least a bit imply sexual assault/humiliation even though the direct implication doesn’t make sense. Either way it does get across that it’s some very illegal/inhumane stuff they about to do.

@@R.Tafolla nah rewatch that scene. The jug is unopened so it wasn’t water torture. He also sticks his stuff in front of his face. Worse than waterboarding imo
@ Have you considered the fact that he could have opened the jug? It cuts away before we see anything but it's heavily implied its going to be waterboarding as the CIA was notorious for using that method of torture at the time. Also Alejandro invading Guillermos space like that is a dominance stance. You see him do the same later in the movie to Ted (Jon Bernthal)

With the huge jug of water he was “water boarding” the cartel guy. A form of torture to make a person experience drowning over and over 😮.

Sicario is the type of movie I like : slow pace but intense.
