You should look at JP Gamecube games. I had bought one in my youth (Gekitou ninja taisen 4, as it was unreleased in the U.S.) Those came in paper sleeves, and, sadly, would easily get damaged. Those I could see caring about some plastic around it to protect it. Edit: I also remember back in 2009, I was able to buy a lot of Pokemon and Zelda games for the GB/GBC for very cheaply. However, even then, Emerald from Gamestop was $50 used, with just the game, no box.
