My personal interpretation of orange sabers is that it represents someone who struggled with the dark side but did not fall to it. My reasoning is because a large part of Jedi: Fallen Order is about Cal Kestis struggling with his connection to the force and his rage due to his trauma from the fall of the Jedi Order. He even creates a new lightsaber in the game right when he gets over his temptation, providing further evidence for my theory. As well as there are 2 villains in the Ahsoka show who wield orange lightsabers and despite being not nice people, they are decidedly neither Jedi nor Sith but trying to carve their own place in the universe.
