      They are used during emergencies to show homes searched after disasters.

      Nope, this is on the oposite coast from landfall from completely unexpected tornadoes that spawned right before Mortin hit land. Helene didn't do any damage on the East coast.

      When you have money you have hurricane rated impact windows instead of ugly shutters.

      They were under a tropical storm warning. You only put up your hurricane shutters for hurricane watch or warning. You don’t see tornado alley with hurricane shutters.

      So, this is from a tornado that unexpectedly spawned on the East coast right before the hurricane made landfall on the West coast. Not that shutters would help with a tornado, but these were completely unexpected. Normally we don't get the huge tornadoes that we got with Milton, and actually there was a record broken for how many tornados spawned over Florida. This was totally unexpected and happened before the hurricane was even on land. This area was only expected to get basically a bit windy and that's it. Insurance here sucks and will do anything to not cover you, even in this scenario. I know no one in FL who would want to deal with making an insurance claim.
