GTA San Andreas is before GTA 3, as when you are racing against Catalina (I think that's her name) you see the GTA 3 Protagonist with Catalina, and we all know that the GTA 3 Protagonist gets shot by Catalina during a heist.
Amd catalina did mentioned that theyre goin to rob a bank at liberty city with his new lover( claude ) and betray him.
