Nnewi was never planned to be a "city". It grew into one due to the experience of the indigenes during the Biafran war i.e. the seizure of Ibo homes by natives in different parts of Nigeria. As a result, Nnewi people started building their industries in their own village which led to the creation of an industrial cluster in the area and the influx of people. This unique phenomenon has been the subject of many empirical studies. The entire area needs to be re-planned and renewed but the state is poorly led and the present governor is still mired in small town thinking with the result you see now.
