One of the things about this scene I don't think gets talked about enough is the look of absolute rage in the Joker's eyes. Every other scene in the movie he's just gleefully toying with everyone, knowing he's 10 steps ahead of them and fully in control of the situation. Here (and not coincidentally without makeup) we are shown his real motivations. He's furious when his shot misses and his plan gets fucked up. This was personal to him.
I agree 100%. I just now came back to this scene because of the assassination attempt, and you can really see the rage in the Joker’s eyes here. Very well-acted, and a very horrific scene in general.

One clue I haven’t seen anybody mention was at the beginning of the movie when one heist member asked what the joker looked like and the other said “I hear he wears makeup. You know, like War Paint”.

I was told that this scene solidifies the theory that Joker is ex-military, and during the parade I can understand that. However, when he actually fired the rifle, he did so with both eyes open and allowed the recoil to kick him back a fair amount. This to me would indicate that he did not have a firm enough grip to control the weapon properly; infering that perhaps he's not all that comfortable or experienced with handling a firearm. That's just my understanding though.
Maybe it’s a lack of training with that specific rifle. The m1 garand was phased out in the 1950s so modern military really wouldn’t be trained in using those guns

Yes. It shows that Harvey is hardcore. Everyone else hears it, ducks and scrambles. Harvey flinches but continues to move forward - he does not run and doesn't even seem that scared. This reminds you of the scene in court where the mobster on the stand tries to shoot him but the gun misfires and Harvey punches him and then wants to continue questioning the guy on the stand (unphased). Harvey is a hero - or at least has the stuff to be one. At this point in the movie, he is still Gotham's White Knight but is about to cross the line. This character and the actor portraying him don't get their due by the way...

1:49 not many people know this but the shot where the crowd starts running around is completely CGI, CG set extensions and also a CG crowd created using WETA Digital's Massive software. The same software used for The Lord Of The Rings large scale fight scenes. The Dark Knight is one of the few films where there's a lot of CGI work that is invisible.
I was an extra in this scene and I can actually make myself out in the crowd because of the relatively light gray coat I was wearing. So not entirely CGI.
Looking at the Joker here without the makeup makes me realise that when he is wearing makeup it looks as though the lipstick disguises the scars. Like those scars are what tainted his humanity and like the mask of the Batman hides the “man” underneath, so to does the makeup hide the man that once was.
He aimed for the mayor instead of aiming for the sky. He was probably a distraction to cover Joker's escape. He was supposed to stay behind so that Joker could escape the scene.
