So im assuming you got the Ebay cover aswell... it is not the oem thats for sure. There were a few issues, i know i had to " clearance" a couple things for fitment, also the bolt/nut on the bottom right front of case is threaded completely different, i had to source a new bolt, it is running, but the plan was to ' modify' the bolt, ie. Shortening, and planned to hollow the thread end so it would have the same 'seat' for the spring/rod.
Maybe a bit unconventional, but with the side cover removed from the bike, i packed a rag, or paper towel in the backside as tight as i could id i remember correctly. Nothing harder than the mag or alum ( no screwdrivers )but i wedged it.
From outside-in to the crankcase cover, the schematic shows: impeller, copper (plated?) washer, water pump seal. From inside the crankcase cover, working inward, there is the oil seal, bearing and water pump shaft, with no washers on the inside. Just did seals and bearing on my '87 CR250, and '88 and '89 look the same in the schematics..
Gentlemen i believe you are both right. Or in other words- i was wrong. Truth be told i think i ended up going through 3 water pump "kits", and 2 side cover gaskets by the time it was all said and done. A direct result of going the "cheaper" route and not factory.

Does Anyone happen to have an extra kick starter lever assembly they're willing to part with for a small reasonable price that fits my 1989 CR250R correctly?
I grabbed it off the Ebay shelf my friend, as pointed out in the other comment, there are not factory exact specs unless you can source a factory oem cover, Honda made, makes, replacements made from aluminum instead of magnesium, so it should be a permanent fix!
Yes, i have your same problem, i have an 1988 engine with magnesium cover in very bad conditions and i have seen those replica covers in ebay that i would buy. Would you recommend it to me? Do you remember the name of the seller or you have a link? I would appreciate it very much
It will come down to your personal ability and your desired finished product. Of you are working on a nut and bolt restoration, get the oem, if your looking for the cheapest way to get a bike running and ready to ride, hit the ebay for sure, but be ready to make some adjustments as called for
I'm not sure how many variations there are, I have heard about certain sand casted parts coming out of Australia with the highest level of quality next to oem. I will admitt that the cheap ones are somewhat of a gamble, I just happened to make it work!!

How do you loosen up the impeller ?

Where did ya find the bearings and seals for the water pump?
I have had good luck getting OEM Honda off ebay, i use Motosport and some others if need be also!
Unless that kit is different you will find the steel washer goes under impeller, & copper washer goes inside .

I bought the same one on eBay. Seals didn’t fit and the water pump power valve spring screw was completely different. Waisted my money.

I know exactly what your talking about, maybe it was luck, but I did find a way around it! It did require fabbing a bolt 🔩 to fit though!!
