Hi, can Mr. Cement S apply on parts that have been painted??.. if it does, what type of paint??

Unfortunately you can't use it on painted parts. The tech behind mr. Cement is that it melts part of your plastic to make a strong bond between parts.

So Hobby cement is glue for plastic model kits? Sorry I'm new to gunpla😅

There are different types of glue that you can use. This one, in particular, is plastic cement. It minimally melts the plastic on where you applied it to create the bond glueing both parts.
There is also CA(cyanoacrylate) glue, it is the bonding agent that glues both parts. It also hardens like plastic so you can sand or cut it afterwards, you can see how it works in this video: ruclips.net/video/eVNCaoxBQ9M/видео.html

You can fix the shininess by using a flat top coat spray

It's going to be a little tricky and not straight forward as just spraying a topcoat to remove the shine ( you can but it's not advisable as the topcoat will not stick to the plastic directly, especially if it's buffed. it will also peel after some time,)
For me, I would personally be going to repaint it to get the exact colors and finish that I like.
But for the process that I used in this video, you can skip the buffing process to avoid making the part shiny. You can stop after the progressive sanding. Just stop with 3000 or 4000 grit if you have them otherwise, whichever the highest grit that you have.
