No, Alex is talking about the tension in the 2000s. It was high active tension between black and Hispanics, and it was worse than 2000s. In 2000s, especially 2007 and after there were big race riots going around in the high and middle schools.

I lived in LB and didn't have a problem with Latinos but I did hear stories of conflict though. Also, there's a lot of racial discrimination lawsuits on Latino supervisors and managers in LA from black employees.
