Lost what little money he had to spend on the card game, realized he was going to be broke in Vegas and tried to swipe some of it back. Not that it’s an excuse but it is evident from past stories Ralph liked to drink and do drugs in these party scenarios so I wouldn’t be surprised if that was a factor when it came to his decision making.

Even more evidence to solidify Ralph took the money and Howard was just backing off to protect him.
