I think is standard commercial off-set plate exposed whit negative film and development ...

Knowing Dwight’s work and having his book referenced in this video, I’d say it’s likely a ball grained plate with their proprietary photo sensitive material. It’s available at renaissance graphic arts, but it’s kind of pricey.
