It is called "passive aggressive" how the older girl takes control and angles herself away from the younger girl. She is passively blocking access. It is much better for the puppy if you share the joy and responsibility. Doggys have enough affection for 10 people to share. Feeding , Walking , Play and Petting , Baths and Grooming .
