If you have dry skin make sure to moisturize your skin as the first step. If you have dry skin using water base foundation would be a good idea so you can avoid powdering your face to prevent cakiness.
If you have flakey dry skin I wouldn’t recommend silicone products, I would invest in oil based products to help hydrate your skin. Water based are fine too as long as you moisturize and prep your skin very well before applying makeup

Yes you definitely want to change your skincare accordingly. If this is difficult for you to do then put a light base serum or gel based moisturizer and let it soak into your skin before applying your makeup. If you still notice pilling than it means you need to change the skincare your using and switch to something different. Hope this helps ❤️

I have very dry skin and the NARS long wear always goes on great, but within an hour after it dries down, my face is flaky and SO dry. I've tried using products like Caudalie face spray to moisturize my skin but my skin still stays super thirsty throughout the day. I haven't hacked my skin needs yet and it's incredibly frustrating.

silicone is an emollient as are oils so they do mix quite well together. + liquid silicone has a oil like feel

But Armani Luminous Silk is silicone based. It has cyclopentasiloxane as it’s second ingredient.
That ingredient evaporates quickly when you apply to your skin. Dimethicone is usually the one you need to check
