This sounds more like the introduction of a research study: problem significance, problem background, and problem statement. The background is entirely different section followed but the introduction and before the aims, research questions, and conceptual framework. I am assuming that the focus is a thesis NOT a study, thus a completely misleading video TITLE.

I see. Yeah, research writing should be as scientific as possible. In other words, research writing should involve a scientific rigor, that is, the implementation of the highest standards and best practices of the scientific method. But I was asked to write a background paper to be published on its own on gender mainstreaming, it is not related to any other research or document.
