- At 6 pm, Sergeant Neal Kuhnau run my car plate and was obstructed by the strap which resulted in him reading one of the digits wrongly. So, he called backup and started to engage with me inside my car. They asked me to come outside my car, and then cited laws about my car tags and how Minnesota law requires me to ID myself.

Well he is parked (not moving)on a parking lot technically private property so no authority to enforce traffic codes until he drives on a public road. Without looking the codes up I would imagine that is says something like "vehicles traveling on ROADs HIGHWAY DRIVES etc are required to have valid.... key being not private property. He could drive circles all day long 24/7 on a private lot with no plates.

Travis is great at stumping cops with asking them for the exact same they are asking him. They hate the "fair exchange" concept.
It's such a perfect response to an unnecessary request or unlawful demand for ID, since Travis would be giving his ID voluntarily. So in that case they might as well give theirs!

This was disturbing, and it was a pattern of law enforcement overreach you've become very familiar with. At the start of this encounter, one of the officers kept insisting "you're okay...you're okay". However, it soon became clear that none of them really thought you were okay. In fact, they believed you to be anything but. They treated you as if you were the reincarnation of Pablo Escobar. Do these police not have enough to do? Is that the problem? They wasted no time surrounding and interrogating you, but how dare YOU ask THEM for any of their own personal information! They made a point of letting you know that they were going to ask the questions, and you were going to answer them.
Just glad to see that none of them had their knee, on his neck, we all know that's what they want to do.

Because a police stop is not a mutual exchange of information because the LEO thinks he'd like to get to know you. He does it because theres a valid and lawful reason to.
You dont need his name for anything except to address him when speaking to him right there or to file a complaint.

The LEO on the other hand needs your ID to make sure theres not any warrant out for your arrest, that you didnt steal the car and that youre capable of driving safely ( Having a drivers license )

Some people say they do not like buttermilk, but it's good if you are use to it. I also have the same problem.

Minnesota is a must identified state if a cop ask you for an ID you have to provide it it don't even have to be a traffic infraction sorry if you're misinformed but you can look it up yourself
Minnesota law does not make it a crime to refuse to identify yourself to a police officer unless they reasonably suspect you are involved in a crime.

It is not an offense to have a rack on the car, even if it obstruct the plates. I know. I have challenge a police in court and won. I have had a rack on my car for over 5 years.
I would rather suffer a ticket than a safety issue of the rack flying off on a bump
I used to sell those bicycle racks. The lower strap is what keeps it from bouncing up and off. Pretty important to use the strap.
He is using the rack as it was intended ...so it's not against the law
Just because the rack was designed that way doesn't mean it is OK to obstruct the number plate. You need to get another type of rack or have another number plate to add to the rack. I thought the police were OK.

The cops just had to do the same thing to read Travis plate as they would do for the thousands of other vehicles on the road that have their license plates obstructed by boat trailers, receiver hitch cargo carriers, bike racks, etc . Obviously there is the letter of the law and the spirit of the law , and having a bike safely secured on the car is more important , and even less important when it is parked.
I don't know MN law but I'd be very surprised if they can cite you for an obstructed license plate on a parked vehicle. That would mean that you couldn't raise your trunk to load groceries.

When I was unable to pay for my registration I've packed snow on my plate so the couldn't see the lack of registration. The car was parked on public property so it needed to be plated and registered.

I was waiting for Travis to further flip the script and ask them if they had anything to hide, ask them if they had done any drinking or illegal drugs, assert that they were not cooperating with his investigation.
They made up a traffic violation, they can ID him with that legally unfortunately. They admitted it was originally for the covered windows and shoes outside the car, so they used his plates as a reason.
What was stupid about this was the fact they already knew who he was and still tried to push the issue. They just always have to have control at all times and get the last say. It's more about ego and power than actual concern, after a certain point that becomes clear.
I suggest a wider strap..
He wants your ID to make sure you arent someone wanted as well as to know you actually have a drivers license. He isnt there to do some mutual exchange of information. You have no use for his ID unless you want to file a complaint in which case his name and number is sufficient. But his job is to make sure of who YOU are. Youre not equal in that situation.

A plate issued under section 168.27 or a permit issued under chapter 168 may be displayed on a vehicle in conjunction with expired registration whether or not it displays the license plate to which the last registration was issued...
Since you weren't driving or parking on a highway, which is what the statute says, then they have no reason to contact you or demand ID. If they, or anyone else, wants to cite a city ordinance, which I've already looked into, then I can explain to them why that doesn't allow them to contact you and demand ID as well..

Subd. 18.County state-aid highways. "County state-aid highways" includes all roads established in accordance with law as county state-aid highways.

None of their highway definitions include the place where he was parked, but this is their definition of public property...

@@ericanderson8556 not according to the statute. It includes parking. The only time I can imagine parking on a highway even being a thing, is if it's on a paved shoulder because it's already unlawful to park in the actual driving lanes and easements/right of ways aren't the highway. Their statutes are poorly written and hard to even understand, which is likely done on purpose to try to eliminate loopholes and make the statutes very broad. It'll probably take some challenges in higher courts, but a lot of laws, codes, and statutes need to be more clearly defined and re-written.
There is no law broken unless you are operating on a roadway. You could (and maybe should) block your license plate while parked. At least that is the case in my state.
He got away easy with a warning. Public parking is same rules as roadway. No display of Tag on the plate is enough to get your vehicle towed in Minnesota. Everyone blasting the cops on this video is stupid. I've had bat interactions with police this is not an example of it. His claim of they wouldn't let me get a drink of water is ridiculous, police never ever let you back into your vehicle for any reason and they didn't offer to grab it for him because they had no right to search his vehicle at the time so they can't reach in. He could have asked them to get it for him but he could have invited a search of the vehicle that way.
They never respond with one person its protocol in MN. He broke the law, which means he has to identify and with the amount of attitude given, he's lucky he got off with a warning.
The strap is an issue as well but its a very grey issue as its not on the play just in front of it a few inches. As far as the Lehto's Law video he mentioned that's Iowa and Michigan not Minnesota.
I've seen plenty where the the police are thugs and are in the wrong, this is not one of them.
