So many users are using ad blockers that those using the services don't see the ads when viewing the content, this could mean that users are seeing the content but the service is not getting any revenue from the ads as they're blocked by the users. Another option could be that the content on these services is not the type of content that the viewers want to see, it could be full of B movies and content that's decades old of cheap budget movies that no one is interested in.
