I think it's because the ground is so dry, it can't absorb the water. It becomes hydrophobic, whereas moist soil will easily absorb all the rain.
Don very true, honestly within an hour but the area is well equipped and planned for such conditions, 2nd time we have been there in the 14 years that it has happened, my earlier video shows the flood management on the pier.
