DecoderPro is excellent for multiple locomotives. I also use Wi Throttle with what started as an NCE configuration.
PanelPro, at its most basic, is a very useable CAD layout planner.

I Iike paperless switch lists, myself. It also keeps track of car moves and involves all of my rolling stock. It’s good program.
