    Since its enforced via GPO, if user on computer B gets locked out will I be able to see that log in my AD/DC event viewer or do I need to look at the local logs of that PC?

      The logs will be on the domain controller event viewer.
      The only thing to note is that if you have multiple domain controllers, then the logs will be split across all the domain controllers. The event will be logged on the domain controller that gets the authentication request. The logs aren't synchronised between the domain controllers, so you will have to check them all.
