Yeah it depends what you want to use it for. I only really use mine for hand lettering and with logo designing. If you want to work on full blown illustrations for example, it may be better to get a more expensive one.
I think it should be fine, but as for the photo retouching I am not 100% sure as I do not use mine for that. Maybe it would be a good idea to do some further research online about different models of tablets :)
