    With director June Cross, the Fred W. Friendly Professor of Media and Society at Columbia, and producer Thomas Jennings, Cobb scrutinizes one of the first elections held during the pandemic - Wisconsin’s April 2020 primary, which saw long lines, claims of disenfranchisement, an unprecedented number of absentee ballots and dueling legal battles between Republicans and Democrats. The film places the election within the context of America’s history around voting rights and suppression, and discovers lessons for the country as a whole as the November presidential contest approaches.

    No taxation without representation. Funny how government isn't as strict when they are taking your money. Voting and taxation should be a fair and transparent transaction.

      Photo id should always be mandatory. It is required on many other processes. Cashing a ck, opening an acct., registering for office, getting a loan, voting in our state,getting welfare benefits. Opening credit etc. Not protecting the integrity of the vote is horrendous. Vote in person and have a photo id. It is an excuse not to have one . It is needed in almost every walk of life.

      @@rhondaclark716 the Republicans are the one’s that use this election as a way to keep blacks from voting. They have admitted it multiple times and the people that support them are worse. There actions and constantly breaking the laws are what allow the continued system racism to happen. The science has identified that the most at rick of dying from this epidemic are clear, the president had a duty to prepare and assist when necessary. But our spoiled president chose instead to act like a child and denied federal aid when it was desperately needed because he didn’t like the governors of the different states. Our country started with Christian values but you wouldn’t believe it now. Trump routinely breaks every law and his supporters continue to support him. It’s crazy how those people say he is a good president when all you have to do is look at the facts. This man has sexually abused women, lies everytime he opens his mouth and he purposely down played the deadly the virus is. He than turns around and constantly continues this miseducation of the entire country, this and his other actions led to people ignoring the factual science. His supporters routinely ignore the facts and continue to spread his lies when all they had to do was research and they would find the truth. Instead they perpetuate the lies and they show they have no morals or values. The president is supposed to be a leader for the people instead he purposely set out to cause massive separation of the people and he encourages them into violence. Real patriots don’t blindly follow idiots, we support all of the American people so much that we are willing to die for our country. Trump has slander are real heroes those willing to tell the truth when it literally can cost them their lives because Trump is so vindictive and selfish he harms our troops. And anyone that can continue to support him and than say there patriots are obviously lying just like their corrupt leaders. Smh

      @@tonia2574 First, I don't like trump. Not every conservative / Republican does. However, this "voter suppression" nonsense is just that, nonsense. Requiring an ID to vote is not discrimination. Wisconsin specifically allowed things like utility bills and birth certificates to be used as a form of ID. EVERYONE was issued a birth certificate, and just about EVERYONE has some form of utility bill. And it's not just black people that would be required to show a form of ID, it's EVERYONE. For future reference, look at which party actively exploits black people. Look closely. When's the last time that you heard a Republican try convincing black people that they're all victims? Or that voting for them is the ONLY way to fix your communities? Convincing someone they are a victim is a horrific abuse that sets them up for a lifetime of failure. Look at the party that still continues support for Affirmative Action. This literally says, "We don't think you can get a good job or get into good schools on your own merit, so we'll allow you to jump the line because we have a diversity quota to hit." Please keep an open mind and realize that for the last 60 years the Democrats have done NOTHING to help minorities, all they've done is convince them that the cards are stacked against them, and if you just keep voting them in they'll eventually fix everything for you.

    I requested a mail-in ballot in Virginia back in Sept. When I still hadn't received it I went and voted in person last week. Not receiving the ballot I requested doesn't help my faith in this system.

      Most Walmart are open 24 hours a day, and you can go any day of the week, there's enough space to handle 300 people or more at a time, and Walmart tends to have at least 20 employees serving customers on the floor at all times to speed up the process

      Voting by mail is a legal option, and has been for decades. There are quite a few states that vote solely by mail, half of them are Republican states.

    I watched this and I wept for the Nation.
    "choose between my life and voting"
    "most blatant form of voter suppression"
    "long lines at the stations"
    What have we become as a people and as a country?
    In January of 2005, I was on the tail end of a fifteen month deployment in Iraq. January was the first election in Iraq without the Ba'ath Party. We started area patrols around 0430 and by 0530 my vehicle had been disabled by an IED. As no major casualties were caused we towed one vehicle back to base and rolled back out. Around 0700 we started finding bodies. All were in ditches and all had a single ink stained thumb. I lost my second vehicle around noon and my third a little after 1700. Throughout the day we patrolled and found bodies, we offered water to the people walking and provided what assistance and defense we could. The people walking saw the bodies as they walked for hours to cast their vote. They knew the risks and were still determined to have a say in their government. Yes, it is a haunting memory, yet it remains an inspirational one for me as well. They feared death and continued on because their voice mattered.
    Now, fifteen years later, my own country complains about the "unsafe" conditions they must endure. Yet these same people go out to shop, visit friends, and rally against the President. Not only is it hypocrisy, it is cowardice.
    What have we become in our pampered state that "long lines" are a detriment to our voting? Is this "nation" still worthy of protection and admiration?

      Excellent post.
      Wisconsin also has same day registrations. Over 500,000 showed up.
      As a previous, two time election judge, those would have been put into provisional status.
      Texas has a 30 days prior to its primaries and general elections registration filing.
      To be a qualified voter, you must register 30 days prior for proper verification.

    It's not so much a problem that voter ID is required, it's that they created those requirements only months before the vote knowing that those who didn't have those forms of ID may not be able to get it in time.

      Exactly... Here in India we have always required voter ID to vote. But the govt has made these IDs easily accessible. Nowadays you can get one online as well. Also, voting is no longer done by ballots, but through EVMs (Electronic Voting Machines). The whole process is closely monitored. So far, it's working well. There's little to no mistrust about the voting process here

    As an Eastern European who made it to this country in fairly early adulthood, i have had the privilege to vote in my country of origin and here (after becoming a US citizen). Although I am a highly educated professional I fail to understand how the provision of presenting a form of proof of identity (one of seven as per this particular documentary) constitutes voter suppression. Most voters drive and have a driver's license no? You cannot exercise your right to vote pretty much in any European country if you are not able to identify yourself.

      Most likely a a selection of verifiable forms of identification if one did not possess a typical drivers license or government issued ID. The chances that someone would be able to both present an electric bill along with social security card is highly unlikely. It would be much easier to get an electric bill but much less easier to get said electric bill and social security card of X person. Together, both eliminate the need for photo identification. It's still mind boggling how verification of identification isn't necessary in some states. The government can remotely track your every move, listen to every phone call, read every email/text message and acrew taxation to fund said programs yet don't require identification for voting? Yep, sounds about right.

    Serious question,: what is so wrong about asking for a photo ID when registering/voting..
    One cannot just waltz into a polling station and vote.
    Everyone know well in advance when election are.

      that is not at all what it is. it is tied to your mvd state issued ID record and social security, as well as your signature verifying this providing trace ability in the event that there was an issue. the problem is that if there is an inconsistency with it, many places just rejected for mail in voting or early voting. there should be a notice given that there was an inconsistency, providing time to remedy the incorrect address or discrepancy on the identification . instead, there are entire demographics are thrown out as you saw in racine wisconsin, and other areas. something as simple as a hyphonated street, change in apartment number or incorrect title can do this.

      I've heard the excuse that the cost of an ID is somehow an unfair burden on poor minority communities, etc.etc. BUT, I'll bet no one had a problem spending the $1,200.00 stimulus check they received from the government. Right? But, how many of them used some of the money to go get a state ID or Drivers License? I'm sure some people may have done that.
      So, we know that only people who are over 18 get stimulus checks; we know that only people over 18 can vote; we know that not all registered voters need an ID because most people have some form of photo ID.
      So, if we can afford to send $1,200.00 stimulus checks to all adults, why not create a ID voucher program for people who have no ID, and claim they can't afford one? They would have to show up, fill out a form, get their ID, and also register to vote. Then each state would submit that form to the Federal government for reimbursement for the small cost of that ID, or drivers license. In most cases it will be a simple state ID, because if they can't afford an ID card, I doubt they have a car, because that requires a drivers license. Right?

      There's nothing wrong with requiring an ID for in-person voting, but it's the asymmetry that's the issue. Meaning, there are currently far more examples of people not having the requisite ID forms, than there are examples of voter fraud. If the intention is truly about weeding out fraud, then they ought to maintain the availability for all constitutes to vote. They could do that by waiving fees for at least one of the required ID forms, and send the IDs to those who lack them.

    The biggest disservice done to the public is not explicitly talking about the reasons those ballots were rejected so that voters don't repeat the same mistakes. For example, signature match is one reason ballots are rejected, so I made sure to get a screen shot of my signature so that I signed my ballot exactly like it. Another reason is the postmark on the ballot if mailing it, so if you take it to the post office you ask the clerk to stamp it with the date. Beyond following the instructions, there is a solution for common mistakes made on ballots. Voters need to know those common mistakes to avoid making them in this and every future election, because you want your ballot to count and not be rejected. If Americans can get their tax returns in and fill out credit card applications, surely they can fill out voting ballots accurately.

      Bottom line is that if you get over ALL the hurdles and your ballot has an error, it doesn’t count! What matters most is that it gets counted.
      It’s criminal to hear of over a million being Ballots tossed due to voter errors on the ballot. That’s the difference between a win and a loss! We need to do a better job of voter education in our collective community way in advance of Election Day and have it funded to save money during the mad money dash during election season. My ActBlue account racked up donations to multiple candidates nationwide but I’m annoyed the money is going directly to media companies instead of community grass-root groups who put in the get out the vote work & nurture ongoing relationships over the long term for candidates.     Vote in person, have to show your ID every time you vote, only military can get absentee ballots period. No unsolicited mass mailing ballots and no ballot harvesting period.

      Yes the military overseas with valid id but the disabled also with valid ids and witnesses to signatures which match registration at the place of election. Some counties require notarized signature and ids.

      That ship has sailed. DC and several states sent ballots to all registered voters in 2020 and earlier, and will continue to do so.

    I sent my mail in ballot to the county election office here in Oregon yesterday. The same way I've done for the past 20 years. In that time I've never heard a single allegation of voter fraud. If any state wanted to switch to MIV I'm sure Oregon would be pleased to assist in that change.

    The real voter suppression in these areas is the fact they don't have enough voting locations for the population. Also the locations have a limited number of voting machine which cause long lines. Living in Brooklyn when I went to vote it was always a long line and at least a 2 hour or more process. Here in Douglas county GA where I live now. I'm in and out in less than 30 mins.

    Voting is a right, not a privilege. If voter fraud is not a widespread issue, then making up a ton of things to potentially disqualify a voter on a technicality is ridiculous.

    Very fortunate to be a citizen of Montana. We have been voting absentee for so many years, I can’t count. Sorry you guys. My ballot comes in the mail. I walk to the courthouse, walk into the election office and drop it into the box. One time I forgot to sign my ballot. It was mailed back to me. I corrected it and mailed it back.

      Just looked it up: Natives are against two new Republican voting laws. I'm against House Bill 176 eliminating same-day voter registration. I don't entirely oppose House Bill 530 saying it's illegal to distribute or collect mail-in ballots for money. In 2018 in NC a Congressional election was invalidated because the Republican candidate's agents illegally laid hands on absentee ballots and forged, modified or disappeared them. Apparently, distributing and collecting ballots on reservations in MT is difficult, and the previous law banning distributing and collecting ballots was struck down (distributing is OK with me, but collecting by private agents is not OK with me).

    Wisconsin did not “give Trump the election in 2016 by 22,000 votes,” as the program insinuates. Trump received 306 Electoral College votes; Wisconsin has 10 EC votes; in other words, without Wisconsin, Trump still would have won, with 296 votes.

    45:55 I'm shocked at the sweeping claim by Jelani here about absentee ballots.
    For the past few months, we have come to understand that there are two distinct approaches to voting by mail. Solicited and unsolicited - both of which are legal.
    On numerous occasions Trump tries his best to distinguish between the two; specifically,
    _absentee ballot_ to refer to the ballot you request for and receive, which shows clear intent to vote and
    _mass mail-in ballots_ to refer to ballots that are sent to voters even if they did not request for them. In which case, it is not clear that there is an intention to vote.
    Trump has repeatedly said he favors the former but not the latter.
    We can argue about the validity or lack thereof of Trump's reasons all day. It doesn't take away from the fact that by using using that line, Jelani is knowingly reintroducing confusion here.

      Not confusing at all. If someone requests a ballot, you know they still live there and aren't dead, and are going to be expecting their ballot and following up if it doesn't arrive. Mass mailings of ballots sends out a bunch to people who are no longer there or who don't want to vote, and you lose ballot security. Heck, my husband isn't planning to vote. Mass mailing would make it really easy for me to vote twice just by forging his signature.

      Sure, if you know with 100% certainty that someone is alive, and isn’t going to vote, and also know that person’s personal info, and can forge their signature, then you can easily get a second “voter ID” where that’s required and cast exactly one fraudulent vote-either in-person on Election Day or in-person early or by mail with an absentee ballot or at a drive-by location-all of those, regardless of which voting method is employed.
      In other words, someone wanting to cheat the system could pull it off ONLY if all of the above very particular criteria are met-that they know a person is alive and won’t be voting, and that they further know all that person’s private info, and that they even further can forge that person’s signature-at which point they can defeat any precautions but can still at best MAYBE cast ONE extra vote.

      So since _by law the _*_state is required_*_ to make _*_access to voting easy and safe_*_ for all voters equally,_ we should make absolutely sure the voting franchise is extended to every citizen by
      1) keeping our current registration system in place, but
      2) dropping the illegal poll tax of “voter ID” while
      3) adding universal mail-in voting, early voting, and same-day registration … for starters.
      And in fact, mail-in ballots are the most secure, because they are hand-marked paper ballots. If you’re really concerned about vote fraud, you should contact the election authorities in the four U.S. states with the weakest voting systems, where digital voting booths FAIL to provide any paper receipts at all, namely
      Kentucky,
      Tennessee,
      Texas, and
      Louisiana
      and demand that all four of those states adopt systems creating a paper trail which can be audited.

    Frontline rules, excellent video. I could not imagine waiting more than 20 minutes to vote. I've been voting by mail for years now, and that should just be the way. But hours and hours, that's a country embarrassment. That Wisconsin primary was the dumbest exercise ever, plain and simple. And for what????

    This was not as deep as it should’ve been. For some odd reason, when people talk about voter disenfranchisement, they always leave out why or how various voter rules are disenfranchising certain groups of people. They need to get much more specific about why certain communities historically have been Either unable or significantly hindered by certain voting laws. I wish people would be more thorough in how they report things because the public needs to be educated. Speaking in generalities is not giving people what they need to understand the why and the how. 😐

    I might be wrong, I hope am wrong, but it sure starting to look like these technical issues with mail-in voting resulting in rejection of many ballots will cause mayhem and constitutional disputes after Nov. 3rd.
    But the saddest part is that this is not an irreversible problem, they still have until Nov, 3rd they still can fix it, I feel like sending notices to those with rejected ballots is not enough, most of them are not expecting their votes to be rejected, and may not get these notices for one reason or another.

    It's just heartbreaking how often it's said voter suppression is said to effect minorities more then others, I live in upstate ny, real areas, voting here us HARD, getting an absentee ballot is almost impossible, and that's 90 percent of real areas, which are whites, why aren't we counted as suppressed? Voting in a city is easy, polls everywhere, 8ts its race bateing to cause issues between the poorest and hardest hit communities. Poor blacks, and Hispanics, pushed against poor whites, it ridiculous and a severe lack of honesty. I have lived in ny, NC, and TX and its the same way everywhere and the same story and that's what it is a story. There is poor and there is rich, race is how they keep the poor from coming together, that story is the divide between the people, the poor are oppressed, race doesn't matter, money matters.

      They do it to suppress the Blacks, who vote 90% Democratic, but it also affects students, poor, disabled, elderly, ex-cons, etc. Since Blacks are a special group with protections, we have to focus on them in court, to get laws struck down, like voting laws that require a driver's license if 25% of them don't drive but only 8% of whites don't. In contrast students aren't a historically victimized group, so the courts won't require states to accept student ID's for voting.

      @yellow buzz Every writer of history, or current events for that matter ("news") has a viewpoint, a bias. PBS is a very leftist organization and skews "facts" to the left politically, as does NPR and most news media outlets. However, FOX is an example of a "news" outlet that is biased to the other extreme.
      While PBS did a good job of explaining much of the history of voter suppression for the time period of 1865 to 1965, applying Jim Crow Laws and the suppression of blacks up into the 1960's just is not a truthful evaluation and analysis of voter ID laws today. Lets be honest about it.
      It is very important to identify valid voters in any democratic election, otherwise anyone can vote, or vote multiple times, etc. etc. etc. Voter ID laws are not the problem.

    PBS could do a long piece about how the Supreme Court arrives at their decisions and the lines of interpretation. The Supreme Court is not a legislative body but reporters often refer to the decisions as if it is. It would be very educative to carefully explain what and how the Court does what it does.

    Getting a photo id isn't that simple. In my state someone needs a birth certificate, social security card, two proofs of address, and any marriage certificates, from both current and previous marriages/ name changes. Many poor people were/are transient, or their parents may be dead/out of the picture. There's a very good chance they don't know where those documents are. When I needed a new birth certificate it took a couple of months because it was from out of state. Similar with a marriage certificate. All these things take money and time. Someone who really never needs a photo id (someone who just turned 18?) might not know about the time-consuming requirements and may not get them in time, or can't afford all that. Maybe streamline it to just be a birth certificate or a social security card? Way less time and money and if they have your name on file as already voted, can't vote twice. This is 2020, someone should be able to figure out a better way!!

      While it may be more difficult in some states than others, it is not only the right that is important for any citizen to exercise, it is also important for any citizen to exercise responsibility. Any responsible citizen will exercise their rights (to vote, for example) by knowing what they need to do--and do it (their responsibility) to do it legally.

    I'm from Berkley CA and went to work in NOLA polling station in the 90's It was Bush vs. Kerry. The polling station was at a library, at 7pm the little old white lady came outside and said she was going home the library was now closed "voting station was now closed' The line at 7pm still went around the block. We, the volunteers had to call lawyers in to make sure the site stayed open. Then a little while later, the election was called for Bush. Everyone in line was so upset and rightfully so asked "how can they call the election if we are still in line?" I was so young I didn't have an answer. But it was a good life lesson about how different states operate and different classes of people are treated and different ethnic groups are treated. The voters did their jobs, got to the polls, stood in the rain and when it came time to vote nobody cared what they had to say. I also had rocks thrown at me and was called a N____ Lover that same week, when a group of us working for Kerry were on a corner holding Kerry signs up. I looked at my fellow volunteers from NOLA and they were unfazed. I was in shock. They responded " it's just how it is" I was like " It is not how it is" because it wasn't where I came from, but I guess it is in NOLA. They said " the were probably from Mature LA, which I learned later is David Duke country. I finally understood why some people never bother voting, because for some it is a complete waste of time.

      The smaller the district for an office, the greater your vote matters, with the smallest sometimes tying and being decided by a coin flip. Right-winger Paul Weyrich said, "I don’t want everybody to vote… our leverage in the elections quite candidly goes up as the voting populace goes down." The more people vote, the more likely the government (local, state, federal) will reflect the will of the people and not radical Republicans.

    I don't understand why this is so hard. We have cell phones that recognize our face and finger prints before you can access the phone. It's so good that law enforcement have taken apple to court to create a back door to get into people phones when they are arrested because they couldn't crack the code on their phone. Why can't we have something like that from voting. Why can't I come in and they check my finger print for my ID. Our voting system is so old. With all of this technology we can find a better way to do this.

      @@wchurchill419 I'm intrigued. How did you get your shit job or cash your shitty check with out an ID? I grew up on the east side of Kansas City Missouri in a very violent zipcode. I learned construction & turned my shit entry level job into a high pay dependable job, work increased in the shut down. You got it backwards. I support my elderly mother not the other way around. Every one I worked with from the inner city, black or white had ID to cash the check. Plus state ID is free here so there's that. I never went long without electricity, but my run down house I bought cheap in the country didn't have water the first couple years. Running a water line 500' from the road was a huge obstacle. I got by harvesting rain water, filling jugs at work and bottled water to cook. You get real conservative on water use when you can count how much you have. 2 gallons to bathe out of a bucket in the tub. 2 for dishes. Buy lots of throw away cups and utensils. If your rant was based on personal experience hopefully you overcome it. If not then you have some kind of cartoon version of being black in America that is like assumption racism. You sound like a very angry, prejudiced judgemental person. I hope you overcome that too. Life gets better.

      They could do it - but DC would never ALLOW it. A system that COULD - with absolute certainty - record every vote accurately could (and has been) written by a child. We need an analog backup for that system. That's the entire challenge and pen and paper could fix it. This is on purpose, targeted, and worthy of a extreme and echoing response.

    They've created a high number of issues indeed. From actual voter fraude (some people getting multiple ballots, others getting no ballots, ballots getting lost...) to people not being physically able to deliver their vote to people not trusting and accepting the changes in the voting system and refraining from voting for that reason. With that last group of people I can easily imagine that many republicans who are conservative in nature indeed refrained from voting and I can understand the reasoning of republican leaders there. There is just too much wrong with this and it's crazy this was allowed.

    I live in Riverwest MKE. I never will forget April 7th. It was a gnarled day outside and Covid-19 was on the rise. I mailed in my ballot. Not only did they want a signature, but they wanted a clerks witness signature from city hall, something that could only be obtained by appointment. Not only did Robin Vos and the GOP undermine Andrea Palms stay at home order as directed By gov Evers, but they insisted the primary election go through that day. In fact the Repub legislature began introducing 82 different bills to limit Evers powers the day he was elected. I’m still not sure my vote was counted that day. What I do know is that the entire city of MKE was absolutely ratchet pissed that day. And we’re not going to forgot Nov 3
