They respond to the folks with Money, Plus, a small town can't fight the billionaire who delays things in courts.
It's taken several years to hold trump accountable for a few of the atrocities he committed in this country. I imagine Scotland doesn't have the resources that we have, and unfortunately money and power sways too many in government to get anything done. The trump family is one of the many scourges that america has to deal with and like famine and plague it's not easily eradicated especially when a large sector of this country has been mentally infected by the trump disease.
