believe it is a custom wa that is programmable through the raid note. Might be apart of the public liquid pack but your raid leader would need to setup the raid note for it.
I think its called kaze mrt timers and you can enter all kinds of spell timings in mrt raid notes with icons popping up when you need to press for example rallying cry
