Based on the camera angle, it had to be Howard who took the video of Sheldon.
Actually howard is closest to the stage and is pretty much sat looking at the centre of the stage, the video on RUclips was recorded slightly to the right of the stage as you look at it and the person who recorded it was sat behind a couple of people, which Howard wasnt

Why is Raj the only one laughing when Sheldon says "A neutron walks into a bar and asks how much for a drink? For you, no charge." ? Quite honestly I laughed at that joke myself and not just because Sheldon was drunk. Wasnt the joke funny enough for the others to laugh?
Anyone knowing the neutron will break the joke down before the punchline. That or the fact that it's a drunk Sheldon Cooper saying the joke.
Yes. It was funny enough to stand on its own.
Because common people take a few second before their minds comprehends the joke, that's why. While almost everyone who has gone through the eighth grade are aware neutrons have no charge, they obviously take time to process the fact that it has no charge. That's why the joke is a dampener, you need to think twice before you even understand the joke. And any joke that takes that much time to bring a laugh fails miserably.

Sheldon under the influence is the most hilarious thing I've ever witnessed on television! I love how his east Texan accent really comes out in the open. I actually live in east Texas, which makes it so much funnier.
